Blood ‘payments’ for traffic violations eyed

The City government here is proposing blood donation as an option for violators of traffic rules and other local ordinances to settle their administrative fines.

In a media release, the City Public Information office on Tuesday said the Committee on Health of the Sangguniang Panglungsod deliberated on the proposed ordinance, authored by Vice-Mayor Karissa Tolentino-Maxino, for second reading.

The proposed ordinance offers the violator the option to choose to donate blood, instead of paying the administrative fine of P500 to P1,500, provided the violator is medically- qualified and physically fit to be a donor.

The violators must undergo examination by either the Philippine National Red Cross or the City Health Office to ascertain if they qualify to donate blood not exceeding 500 cc per person.

Meanwhile, the City is also looking to establish a blood bank information center.

This will be a repository of information on donors and other data to prevent illegal and overpriced selling of blood in the black market. (Judy F. Partlow/PNA)
