A report submitted by Dr. Allan Sioson of Ateneo de Naga University to the Commission on Higher Education lists the following Philippine journals that are indexed by ISI Thomson and/or Scopus: Asia-Pacific Researcher, Asian and Pacific Migration Journal, The Philippine Agricultural Scientist, Asia Life Sciences, The Philippine Journal of Crop Science, Sabrao Journal of Breeding and Genetics, Philippine Political Science Journal, Kritika Kultura, Philippine Journal of Science, DLSU Business and Economics Review, Asia-Pacific Social Science Review, Asian Development Review, ADB Economics Working Paper Series, Fuels and Lubes International.
The implication is that Philippine journals that are not in the list are not recognized by ISI and Scopus and are considered of lower quality compared to those listed.
In general, all of the 14 journals have low Impact Factors (0.00 to 1.13). Those who publish in the above-named journals are advised to publish also in international journals that have high Impact Factors.
The Commission on Higher Education is trying to raise the standards of higher educational journals in the Philippines, but this cannot be done without the cooperation of the administrators of Philippine universities. (A.C. Alcala)
