A community of lawyers, legal advocates, and the prosecution and court personnel, condemned the unscrupulous killing of Atty. Archer Baldwin Martinez right in his office last Aug. 5 at around11:00 am. As a gesture of heartfelt indignation of the incident, all of them wore black armbands starting Aug. 8.

City Mayor Manuel T. Sagarbarria said he regrets deeply the loss of a dear friend and the manner of his death.

First thing he did start of the week was to convene all members of the Peace & Order Council to discuss matters that would bring about the immediate arrest of the culprit, be brought to court, and be punished accordingly.

It was during the POC meeting that the City’s law enforcers found themselves to be in dire need of a series of capability-building enhancement activities, logistic procurement, and communication facilities to be able to respond with haste to any crime incidents that may happen at any given time of the day.

Mayor Sagarbarria made a request to Vice Mayor Allan Gel Cordova and the rest of the City Council present during the meeting to craft an ordinance that would allocate substantial amount to finance all the concerns brought about by the members of the Peace & Order Council the soonest possible time.

The most important agendum of the meeting that was achieved was the creation of Task Force Archer composed of members from the different law enforcement units tasked to solve the murder of Atty. Archer Baldwin Martinez, and bring the assassin to court.

Second most important agendum was the conceptualization of a Crisis Management Committee responsible for a speedy response towards any crime incident that may occur during the seemingly peaceful days.

Dumagueteños are hoping that pretty soon, Task Force Archer would be successful and victorious in its concerted effort to bring the culprit to justice, and the other crimes which until today remains unsolved.

Brilliant ideas transpired during the meeting such as the establishment of Police outposts at any crime-prone identified barangays, billboards that feature the identity of all wanted criminals, and the installation of CCTV cameras in the commercial distict.

Finally, to keep our City gentle, let’s do our share by reporting to authorities any sightings of wanted criminals and suspicious-looking persons.
