Civil Service conducts personnel seminar

Negros Oriental State University will continue to update itself to be relevant not only to the community but to its entire personnel and the faculty.

NORSU President Dr. Henry A. Sojor stressed this message during the one-day seminar on Comprehensive Personnel Management Assessment spearheaded by the Civil Service Commission Region-7 at NORSU.

Sojor mentioned assessment and assistance as the two keywords on that gathering. He said, “Assessment means we will be evaluated on where we are now; and assistance means the recommended support or assistance service that we need from the CSC.” The Civil Service is the constitutional body that takes care of the 1.5 million government personnel throughout the country.

Editha Luzano, Civil Service Commission assistant regional director for Region-7 emphasized that the purpose of Civil Service is to improve the personnel services of any government agency. Luzano however said, it is difficult to target the Local Government Units to become accredited agencies. In Region 7, there are only 91 accredited agencies out of 300. NORSU is an accredited one.

Luzano stressed the importance of the following programs to greatly improve personnel services: qualification standards; performance evaluation system; grievance machinery; merit promotion plan or system of ranking positions; merit system for state colleges and universities; career development plan; and employee discipline. She emphasized on the importance of the Program on Awards and Incentives for Service and Excellence (PRAISE).

Together with Luzano is Cleofe Cicilia Gabales, chief personnel specialist, Policies and Systems Evaluation Division of Region-7 Civil Service. She tackled the assessment policies.
