Customs exceeds collection target

The Bureau of Customs in Dumaguete City has exceeded its target collection for 2016 even before yearend, and has hit the P1-billion mark as of December 5.

Bureau of Customs’ Sub-port of Dumaguete OIC Port Collector Fe Lluelyn G. Toring disclosed Friday that the total actual collection has reached P1,014,961,336.00.

This represents an increase of 168.51 percent or P636,961,336.00 over the total target collection from January 1 to December 31, 2016 of P378,000,000.00, Toring further disclosed.

According to Toring, the excess in the actual collection was noted during the first 100 days of the new commissioner of the Bureau of Customs, Nicanor Faeldon, who President Rodrigo Duterte appointed in July, this year.

For the 3rd quarter alone, covering the months of July, August and September under Faeldon’s watch, the target collection was set at P100,490,000.00 but total actual collection was pegged at P339,215,289.00, or an increase of 237.56 percent or P238,725,289.00, said Toring.

The actual collection was generated from the payment of customs duties, excise and VAT from various imports such as palm olein, liquefied petroleum gas, unleaded and diesel and fuel oil and cement as well as collection from parcels in Philpost, Dumaguete City and other municipalities of Negros Oriental, said Toring in her performance report.

For the first 100 days, the Dumaguete BOC sub-port under the watch of Commissioner Faeldon had no rice importation and exportation.

On anti-smuggling campaign, there was no reported apprehension between July and September 2016 although the local Customs office has ongoing and regular monitoring within their area of responsibility following the apprehension of rice smuggling in May 2015.

The major importers that have contributed to the increase in this year’s collections are Filoil Energy Co., Inc. at the top spot, followed by Pilipinas Shell Petroleum Corporation, Wilmar Edible Oils, Phils., Inc., Godlfin Intertrade Co. Ltd. and Pryce Gases, Inc.

Filoil and Pilipinas Shell are key players in the petroleum industry, Wilmar Edible Oils imports palm olein, Goldfin Intertrade imports cement while Pryce Gases is into the distribution of Liquefied Petroleum Gas, said Toring.

While official records were still unavailable, Toring disclosed that this year’s spike in Customs duties and taxes is mostly credited to the fuel industry, with the entry of Filoil and Pilipinas Shell here, as well as DUCOMI, which imports palm olein through Wilmar Edible Oils, she added.

As customary in previous years, the Bureau of Customs Sub-port in Dumaguete City will be giving certificates of appreciation to these importers during a Christmas fellowship on December 22 as a way of expressing gratitude to their contributions in the increase in tax collections this year, Toring said.
