DTI names heads for NegOr, Siquijor

The provincial offices of the Department of Trade and Industry (DTI) in the Central Visayas provinces of Negros Oriental and Siquijor now have new directors following the retirement of Negros Oriental provincial DTI head Javier Fortunato, Jr.

DTI Undersecretary of the Regional Operations Group Zenaid C. Maglaya and DTI Region 7 (Central Visayas) regional Director Asteria C. Caberte led the formal turnover ceremonies Monday at a local hotel in Dumaguete City, the provincial capital of Negros Oriental.

Taking the place of Fortunato, who recently turned 60, is Nimfa M. Virtucio, formerly DTI provincial director of Siquijor.

Replacing Virtucio as OIC Siquijor DTI chief is Angeline Gonzales, who is the chief of the Consumer Welfare Division of the Negros Oriental provincial DTI office.

In her message, USEC Maglaya and Regional Director Caberted lauded the accomplishments of the retired Negros Oriental DTI provincial chief Javier Fortunato, Jr., who has served for 37 years in the said agency.

Both officials attributed to Fortunato the entry and now the continuing success of the Information Technology-Business Process Outsourcing (IT-BPO) industry and the strengthening and advancement of the Micro, Small and Medium Enterprises (MSMEs) in Negros Oriental.

It was during Fortunato’s stint that Dumaguete City and later of Negros Oriental opened its doors to the IT-BPO industry, which has created thousands of jobs over the past several years.

USEC Maglaya, in acknowledging Fortunato’s contributions to the agency, stressed: “I don’t think that you are here because you are happy that he is retiring. You are here to acknowledge his friendship, his partnership and what he has developed all these years.”

Today is a day of blessings, of thanksgiving and a day of friendship and planning ahead, because there is still life after DTI, Maglaya said.

“I remember Jong (referring to Fortunato) talking about IT-BPO and what Dumaguete has to offer at the time nobody was talking of BPOs but only Cebu and Manila,” said USEC Maglaya.

But he kept on saying that Dumaguete City had “the elements, the factors, the schools, the infrastructure, but nobody was listening then,” she added.

Fortunato “really made a mark in his passion for IT-BPO, among others, and if there is one thing that someone in DTI or someone in government leaves is the legacy that he or she leaves behind”, the DTI undersecretary noted.

In parting, she thanked Fortunato for the many years he had served in the department, and expressed that even after retirement, she believes that he will continue serving in other capacities because deep inside “I know that you are a public servant.”

For her part, DTI regional director Asteria Caberte, emphasized that Fortunato will always be “a role model of the values that we have consistently shared through the years in the department.”

“Very prominent is his strong manifestation and display of professionalism, integrity, and competence, among others,” said Caberte.

“DTI Negros Oriental has always been an integral part of DTI Region 7,” she added.

Caberte assured that the Negros Oriental DTI provincial office will be in good hands under the leadership of Nimfa Virtucio, the incoming provincial chief, who is also equally qualified and competent.

She was provincial director of DTI Siquijor for the past 13 years and prior to that, she started out as a senior trade specialist in Bohol where she rose as provincial director, Caberte disclosed.

The DTI regional director lauded Virtucio for not showing hesitation when told that she would be assigned in Negros Oriental as Fortunato’s successor.

Asked what her first order for the day for both the Negros Oriental and Siquijor provincial DTI chiefs, Caberte said “this is a very good time to change guards because it is the beginning of the year and we have very clear deliverables for them, coming from head office and of course, they will also have their own initiatives.”

For Negros Oriental, the previous DTI provincial chief had a lot of legacies that should be continued, Caberte stressed. (Judy Flores Partlow/PNA)
