An official in the Division of Negros Oriental, together with her team, developed a localized and contextualized electronic learning resource package for teachers, a project piloted with a select number of teachers in the Division.
This electronic tool or e-Learning Resource Package is an intervention initiative based on the context of the locality and culture of the project’s respondents.
It closes the gap of resolving, if not minimizing, the existence of low level English Proficiency.
The project aims to specifically develop an e-Learning resource package that contains the components of the English language proficiency standards for improved teaching instruction of the teachers in the elementary schools in the Division of Negros Oriental.
This e-Learning Resource Package explicitly progresses competence for enhanced quality, and relevant basic education delivery as bases of empirical data-generation.
The project’s objectives hope to: 1) Describe the level of English proficiency of the teachers in the elementary schools in the Division of Negros Oriental; 2) Examine the factors that may have influenced their level of English proficiency; 3) Develop an e-Learning resource package to help improve the English language proficiency of teachers; and, 4) Validate the effectiveness of the tool, and craft the recommended action report.
Further, the e-Learning resource package was developed based on the Systems Theory, Community of Practice, and Bandura’s Social Cognitive Theory of Self-Efficacy.

The project uses the explanatory design method in mixed research, applying the experimental research approach in which data are explained qualitatively and quantitatively. The interview and focused group discussion, as well as the questionnaire administration support the mixed methods research.
The results of the piloted e-learning resource package implementation where elementary school teachers served as respondents reveal that teachers have a low level of English proficiency, and that the intervention package provided for these teachers effectively and significantly improved their proficiency.
The professional framework under Educational Attainment, Area of Specialization and Teaching Experience vis-a-vis the Exposure to the Language and Technology Savvy were found to be the leading factors that have contributed to the teachers’ English language proficiency level.
Elementary school teachers need a lot of training in speaking, writing, and basic grammar with face-to-face mode of instructional delivery or video presentation as training methodology.
The e-Learning Resource Package was found to be relevant, helpful, and effective, innovative, user-friendly, and accessible, easy and convenient for use.
In a nutshell, the project recommends the e-Learning Package as a good material for use in the improvement of the teachers’ english proficiency.
