Three months ago, the House of Representatives voted overwhelmingly to pass a bill that would provide a universal social pension to every senior citizen in the Philippines. The bill, House Bill (HB) 10423 aims to broaden the existing social pension program to cover all elderly individuals, not just those who are impoverished.
Currently, under Republic Act No. 7432, indigent senior citizens are eligible for a monthly allowance of PHP1,000 to help with their daily living expenses and medical needs.
Should the bill become law, it would mean that senior citizens who are not classified as indigent would receive a monthly allowance of PHP500.
Furthermore, the bill includes a provision that within five years, all senior citizens would be entitled to a universal social pension of at least PHP1,000 per month, irrespective of any other pension benefits they might receive from other sources.
While P1,000 is a measly sum considering the continuously increasing prices of basic commodities and medicines, this is still good news for the elderly in our midst.
But as they say, money is not everything, and man “does not live by bread alone.” There is so much else that needs to be done so that senior citizens can enjoy their remaining golden years.
Redefining senior welfare
Our society often views aging as a period of decline, a time for leisure and relaxation. While these are essential components of a fulfilling retirement, there’s a growing recognition that our senior citizens are a wealth of experience, wisdom, and untapped potential. I guess it’s time to shift our focus from mere care to empowerment and purpose.
Traditional models of senior welfare often centered around providing necessities like healthcare, housing, and financial assistance. While these remain crucial, a holistic approach must also prioritize mental and emotional well-being, social engagement, and opportunities for personal growth. How?
*Intergenerational Connections: Bridging the gap between generations can be advantageous for both young and old. Programs that pair seniors with students for mentorship, storytelling, or shared hobbies can create lasting bonds and foster mutual respect.
*Lifelong Learning: Education isn’t just for the young. Offering a variety of courses, workshops, and online learning platforms tailored to senior interests can keep minds sharp and stimulate intellectual curiosity.
*Volunteerism and Community Engagement: Many seniors strongly desire to give back. Volunteer opportunities can benefit the community and provide seniors with a sense of purpose and belonging.
*Health and Wellness Programs: Beyond physical exercise, programs focused on mental and emotional well-being, such as mindfulness, meditation, and art therapy, can enhance the quality of life for seniors.

Creating environments that cater to the unique needs of seniors is essential. Specifically, I am referring to community centers and hubs.
These are dedicated spaces for seniors to socialize, engage in activities, and access services that can foster a sense of community and belonging.
Community centers and hubs are more than just gathering places; they are vital components of a thriving community, especially for senior citizens. These spaces offer a multitude of benefits, from social interaction and physical activity to educational opportunities and support services.

However, the perennial question is always —- does the government have the budget for these? There won’t be if we elect the wrong people to seats of power. But, if we choose wisely, these ideas can flourish and the senior citizens in our midst will thrive.
