For the first time in so many years, history was made in the Province of Negros Oriental–the Sangguniang Panlalawigan passed the budget before yearend.

This is a welcome development from the often acrimonious relationship between the two branches of government in previous years.

Well, there were good reasons for the budget impasse in previous years as the Sangguniang Panlalawigan then insisted on being the fiscalizer of the executive, having the power of the purse. Naturally, there was a lot of distrust.

This year, it’s different. Both the executive and legislative are arriving at a win-win solution to both their interests.

This is already paving the way for effective governance, promoting stability, and ensuring the proper functioning of a democratic system.

The legislative branch creates laws, while the executive branch is responsible for implementing them. When there is harmony between the two, it facilitates the smooth passage of legislation and its effective implementation. This ensures that government policies align with the laws enacted by the legislature.

Cooperation between the executive and legislative branches enhances the efficiency of government operations. Policies and programs can be implemented more effectively when there is agreement and collaboration between the two branches, leading to better service delivery to citizens.

The timely approval of the budget is also preventing government shutdowns or financial crises. It also allows for the development of sound fiscal policies that address the needs of the Province.

While the branches are separate, they are designed to provide checks and balances on each other. However, this system works best when there is a degree of cooperation and communication. A healthy working relationship helps prevent unnecessary conflicts and allows for the effective functioning of the checks and balances system.

So as we see a smoother governance under the leadership of Gov. Chaco, we hope he can continue to steer the Province in calm seas. After all, that’s what being number one should be all about.
