Governor Chaco Sagarbarria has announced his plan to create a new Bids and Awards Committee for the Integrated Provincial Health Office.
In a meeting with doctors last week, the governor said the creation of a BAC just for the IPHO will enable the office to focus on hospital concerns alone.
The current BAC, which handles all biddings for the other offices of the Provincial Government, cannot just focus on the IPHO, he said.
Sagarbarria said there are branded and generic medicines, which is a gray area in procurement. The Government Procurement Act prohibits specifying brand names.
To resolve this issue, the Province will resort to the Consignment Ordinance.
It might be more expensive because we will be buying in bulk but in the end, we will not have any wastage.
This will increase the efficiency of our medicines which has been the problem since time immemorial.
Procurement of medicines, equipment and facilities.
I will implement all your requests. I will find the money for it so I can help you.
My goal is the same goal as the previous governors – to increase the level of our hospitals. NOPH is Level 1 and we will try to attain Level II next year. The Philhealth benefits will also increase if the level of the hospital is also increased, he said.
I want a zero balance billing, he said.
He also vowed to implement all the good programs that were made before his term.
Meanwhile, the governor also appealed to the doctors to set aside their wounded feelings, if they were victims of politically-motivated recriminations in the past administrations, and continue working for the people.
