The dawn raid on the road-widening construction site on the cliffs of Himampangon, along the boundary of Manjuyod and Bindoy, Negros Oriental, is alarming as it is portent of things to come. It is the opening salvo of the start of the election season for elections 2013.

After setting improvised explosives on the dump trucks and bulldozer, witnesses heard: Mabuhay ang NPA!

It is all too easy, cut and dried, thus, had the hallmark of a choreographed tableau, and it is the first time that such an incident happened in the history of the Province.

Cong. Jocelyn Sy-Limkaichong openly declared that she doubts the NPA angle. She has another theory on the alleged perpetrators of the cowardly act. She is convinced that the NPA working for the interest of the people will not jeopardize the completion of the Himampangon Project because if ever it is delayed, it is the people who will suffer.

Those who are familiar with area know the situation, that the said national highway along the Himampangon cliffs has no alternative route.

If not the NPA, then, the logical question is who? Why is the Himampangon blast directly connected to the elections 2013?

Congresswoman Limkaichong holds the highest position as Representative of the 1st District, thus, the logical head of the Liberal Party (ruling party) in the Province. She is being pushed to run for governor, and there are many people who are also positioning for Elections 2013.

Are these people capable of mounting such kind of violence? Your answer is as good as mine. The best thing to do is to find the perpetrators and hail them to court. According to Lord Bryce, jurist: “Nothing more clearly touches the welfare and security of the average citizens that his sense that can relay on the certain and prompt administration of justice. The test of good government depends on its judiciary. The law is respected and supported when it is trusted as the shield of innocence and the impartial guardian of every private civil right. But if the law be dishonestly administered, the salt has lost its savor; if it be weakly or unfaithfully enforced, the guarantees or order fail; for it is more by the certainty than by severity of punishment that offenses are repressed. If the lamp of justice goes out in darkness, how great is that darkness.”

Everyone is praying that our Province be spared from more violence.
