Dumaguete City Mayor Felipe Remollo has reminded City Hall employees that to be in government is a privilege, and that those who don’t have a heart to serve should leave and go to the private sector.
Remollo issued the statement as the local government unit celebrates the 117th Civil Service Commission month celebration with activities lined up for the whole month celebration to culminate in Sept. 29.
The local government kick-started the celebration Monday with the Mayor telling the City Hall workforce that he wants to put a stop to employees asking for promotions simply because they are close friends with certain officials.
The Mayor assured them that the keys to promotion are hard work, being loyal to the assigned job, coupled with the right qualifications, and the proper work attitude.
Under the Remollo administration, reforms are being instituted to professionalize the service, one of which is addressing the mismatch vis-í -vis the actual job description and the set skills of every employee to give him the dignity of work.
Other reforms include a dress code of of Barong Tagalog on a designated work day; the filling up of vacant positions due to retirement or resignation; the computerization of the release of salaries through automated teller machines; negotiations with certain banks for the buying out of debts by City Hall employees; and the signing of a memorandum of agreement with the Social Security System for the enrolment of Job Order and Casual employees.
Remollo explained the filling up of vacant positions will give an opportunity for rank and file personnel to also move up the ladder.
Councilor Lilani Ramon, chair of the committee on personnel, and who sits in the Personnel Selection Board, stressed the only thing the Remollo administration can promise is to stop the bad traditions of having to “run after” employees who are not supportive of the current administrators, and ordering mass lay-offs of Job Order employees who were hired in the previous administration.
Ramon likewise reminded the employees of the code of ethical standards mandated to all government employees.
Assistant City Administrator and Human Resource Officer Dinno Depositario disclosed they are currently moving some personnel to other offices based on their qualifications and skills to make them more productive. (Juancho Gallarde/PNA)
