2019 was not just another year for DCCCO. It was a great year with exceptional achievements and what it has achieved were not just empty victories. They lived the dream of the founders and incorporators who worked hard for their vision 52 years ago.
DCCCO gained tremendously in all aspects of its operations — membership, revenue collection, earnings from investment, total assets, and installation of additional branch and satellite offices.
Consistent growth
The number of people who trust DCCCO grew to 119,099 from 109,565 in 2018.
Correspondingly, revenue collection rose from P548.6 million in 2018 to its current P663.3 million or an increase of P114.7 million.
With this increase in collection, the cooperative’s total assets compatibly rose to P5.9 billion from P4.782 billion in 2018 while total loans released came up to P5.4 billion compared to P4.7 billion in 2018.
Its investment on funds managed by trustee banks (AUB, BDO and MetroBank) earned more than P1.0 million while Undivided Net Surplus skyrocketed to P296.2 million from P231.0 million in 2018 or an increase of P67.2 million.
DCCCO inaugurated its Carcar Branch in Carcar City, the first in Cebu province, on Sept. 3, 2019; the Lazi Satellite Office, the first DCCCO Satellite Office in Siquijor province, on Nov. 16, 2019. This brings to a total of nine DCCCO Branches and six Satellite Offices.
The Board of Directors, which is composed of myself as chairperson, Directors Atty. Vivian Maquiling (vice-chairperson), Marina Mendoza, Mary Magdalene Villegas, Atty. Lowell Andaya, Atty. Felix Araula, and Edilberito Euraoba II, enacted a total of 681 resolutions at the end of the year.
The Board of Directors is responsible for the strategic planning, direction-setting and policy formulation activities of the cooperative (Art. 38, RA 9520).
Partnerships/affiliations
ELCAC DCCCO has been tapped by the Cooperative Development Authority through its Cebu office to help solve the insurgency problem in Negros Oriental through cooperativism.
DCCCO’s core values — Dynamism, Christ-Centeredness, Compassion, Commitment, Oneness — were being challenged by President Duterte’s EO No. 70 to implement the End Local Communist Armed Conflict.
On Dec. 17, 2019, a memorandum of agreement on the implementation of ELCAC was signed between DCCCO and the Cooperative Development Authority.
Fish Right
A memorandum of agreement to promote the Fish Right program through cooperativism was inked on Oct. 17, 2019 among its signatories were executives from the DCCCO Multipurpose Cooperative, the Negros Oriental Electric Cooperative II, and the Bureau of Fisheries & Aquatic Resources.
The parties have agreed to join forces in achieving the objectives for sustainable fishing, community development, and gender empowerment through stakeholder collaboration, specifically through a program that will facilitate fisherfolk membership in DCCCO and NORECO II.

10M Trees
Partnership MOA signed on Oct. 26 with the Energy Development Corp. for its 10M trees project implementation.
Community development
Partnership MOA with COSCA donating P200,000 for its social education capability building program, and 1.O million for the construction of classrooms, signed on March 25 and June 28, respectively.
Women’s leadership
Partnership MOA signed on Aug. 24 with the World Council of Credit Unions to implement Women’s Leadership Network project.
Better insurance
Partnership MOA signed on June 6 with CLIMBS Life and General Insurance Cooperative to provide better service on insurance products for DCCCO members.
Education, training, extension
Pantawid Partnership with DSWD: Provided assistance to 5,205 beneficiaries of 4Ps from 4,869 in 2018. They were able to save their money with DCCCO in the total amount of P31.3M from P24.5 million in 2018.
Aflatoun Program. Covered 83 primary and secondary schools from 73 in 2018 with 8,205 students from 1,615 in 2018 and P5.6M total deposits from P3.7 million in 2018.
Health. Medical assistance to 237 individuals and Dental assistance to 2,116 members; Conducted medical missions to 2,419 members and non-members; Granted HEAL claims from 123 members.
Burial assistance granted to bereaved families of 462 deceased members.
Calamity assistance granted to 23 victims of fire, etc.
Adopt-a-School and Supplemental Feeding
Construction of school buildings, comfort rooms, and perimeter fence, and donation of equipment in some public schools.
Supplemental feeding in 8 public elementary schools benefiting 422 malnourished school children.
Scholarship. Current scholars are 45 students in college, including four seminarians; 58 graduates since 1999 ; 20 graduates employed at DCCCO; 35 employed at other institutions; three are self-employed
Ecology, Environmental Awareness
Planted/grown 3,000 tree seedlings (Narra, Lawaan, Bangkal) with EDC and SIMAMAFIA, Inc. in Mayabon, Zamboanguita on Oct. 26, 2019.
Maintenance of Eco-Farm and Rainforest in Bayawan, Siaton, Zamboanguita, Tayasan, and Dumaguete.
Seagrass and mangrove tree planting, and coastal clean-up in Guihulngan.
Panyawan planting in Banilad, Dumaguete City for the Panyawan Oil project.
Lab Coop
Laboratory cooperatives have been organized by DCCCO in all its branches to serve as training grounds for lab coop members and prepare them for membership in regular cooperatives. The DCCCO Youth Zone Laboratory Cooperative (DYZLC) was organized during the Youth Assembly of the Lab Coops in Nov. 3, 2019. Participants of the assembly came from the different DCCCO branches.
Trainings/Capacity Building
1,894 members completed the following: Livelihood skills training on candle-making, rug-making, massage, dress making, dried fish processing, fruit preservation, steam baking, squash crackers processing, mushroom production, and vermi-composting; and trainings/seminars on child social and financial education, public speaking, leadership, marketing, anti-bullying, anti-human trafficking, social awareness, health and wellness, first aid, spiritual recollection, men talking to men, trainers training, formulation of VMG and by-laws, gender and development, and financial literacy.
Peace and Order
Support to LGU’s traffic management offices through donation of traffic signages in Dumaguete City, Bacong, Siaton, Bais City, Manjuyod, Amlan, and San Carlos City.
For its Corporal Work of Mercy to visit the imprisoned, DCCCO initiated to visit the 710 inmates at the Canlaon City Jail on Dec. 3 and in the Dumaguete City Jail in August. During the visit, DCCCO provided each of them food items and toiletries.
About 100 couples also benefited DCCCO’s family life program by sponsoring the documentary requirements of their church wedding expenses.
Prestigious awards
Because of its efforts and pioneering initiatives, DCCCO has garnered the following awards:
Three national awards from the Cooperative Development Authority:
1) 1st Place, Most Outstanding Primary Cooperative in the Philippines (large billionaire category) in recognition of its exemplary performance in bringing responsive services to its members and the community, and as a model of cooperative best practices and good governance;
2) Gawad Parangal Special Citation as Best in Gender and Development Mainstreaming; and
3) National finalist for the Gawad Parangal awards

Regional award: The lone CDA Gawad Parangal’s Outstanding Cooperative (large category – billionaire) in Region 7 for “exemplifying best practices in good cooperative governance, and for excellent performance in financial inclusion services, providing effective access and wide range of financial products and services to members and community”.
These accomplishments would not have been possible without, first, the help and guidance of the Almighty, second, the relentless efforts of the cooperative founders 52 years ago, and the continued altruistic and unremitting service of current officers and stakeholders.
DCCCO is definitely living the dream of its founders and 2019 was the showcase for that reality.
