The Board of Regents of the Negros Oriental State University has announced it is “doing all it can” to find ways to provide advances to NORSU’s Senior High School part-time faculty who have not been paid for the first semester of this school year due to the voluminous documentary requirements required for the Department of Education.
NORSU President Dr. Joel Limson, who will be installed as the third NORSU president in an investiture on Nov. 28 at the Lamberto Macias Sports Complex, had earlier ordered the administration to look for sources of funds to pay the affected SHS part-time faculty.
Strict government guidelines, however, disallow the “juggling” of University funds.
Dr. Limson was referring to COA Circular 2000-02 dated April 4, 2000, which clearly states that “In no case shall the Special Trust Fund be used for the payment of salaries and the creation of new positions….”
NORSU Chief Administrative Officer Dr. Jim Villahermosa assured the affected faculty that NORSU has submitted the necessary requirements needed by the DepEd, and is “optimistic their salaries will be released soon”.
Through a proposal by Regent Engr. Ricarte Santos, the NORSU Board of Regents said it “has come up with a solution to tap funds of the University to provide advances to the affected SHS faculty as the University continues to go through the birth pains of launching the K-12 program”.
The cash advances, however, will be subject to “immediate refund once the DepEd has downloaded the salaries of the SHS part-time faculty” to NORSU.
Such an action would conform to CHED CMO 20 s 2011 in using accumulated savings of the University.
The proposal has been drafted into resolutions which are subject to approval of the BOR. Once approved, the NORSU administration can speedily process the advances of the affected SHS part-time faculty. (Marx Iturralde/NORSU Info)
