During the regular session on Thursday, April 14, 2011, the City Council was able to tackle appropriation ordinances to fund various projects, programs, and services in the city of Dumaguete in the total amount of P4,022,692.70. Most of the funds were taken from unappropriated surplus of the government, SPLS-developmental programs, projects, and activities, realignment and revertions.

This means that whenever any concerns or projects, programs, and services that needs monetary appropriations, the Hon. Mayor has to do a lot of research. He has to look deeply into the financial records of the Accounting Office in order to fish some amount that has been in the record and are not used for quite a time. Considering the huge financial records kept in the Accounting Office, it would take a contemplative mind in order to source out and fund important projects and basic services for the welfare of our people.

Fund shortage has been and is always the dilemma of any chief executive. He must be resourceful and strive not to rely fully on the IRA (Internal Revenue Allotment), but instead, successfully manage our own resources for a total stability. LGU Dumaguete is on this direction.

Hon. Mayor Chiquiting Sagarbarria put forth much effort in the development of our very own tourism industry, and the stabilization of the peace and order condition of this city in order to attract investors to come to Dumaguete and pour out investments so that not among us is jobless, and each one will have equal opportunity to improve the quality of life.
