A retired Navy captain has filed his Certificate of Candidacy for Congressman of the 3rd District of Negros Oriental.
Reynaldo Lopez filed his COC on the deadline for the substitution for candidacy in place of a certain Glib Estrella, who withdrew his COC around 4:30 p.m., said lawyer Eddie Aba, election supervisor of Negros Oriental.
Lopez will be running under the ticket of Gov. Roel Degamo, who is seeking re-election. Estrella and Lopez are both registered under the Nacionalista Party, Aba said.
Degamo was present during the withdrawal of Estrella, and substitution filing by Lopez at the provincial office of the Commission on Elections.
Aba said that so far, they are the only aspirants who filed their withdrawal and substitution COCs, as the Nov. 15 deadline set by the poll body officially closed.
Comelec records show that Lopez will be pitted against four other candidates seeking the House of Representatives seat for the 3rd District: incumbent Arnolfo Teves Jr. (NPC); Nanchie dela Cruz Degamo (Ind.); Jocelyn Campasas Estrella (Ind.); and Joan Basilisco Estrella (Abag Promdi).
