The Salonga Center for Law and Development held an Inter-Agency Verification Workshop with the Commission on Election, Department of Education, Philippine National Police, and the Philippine Army in relation with the May 2013.
The workshop was aimed at verifying the perceived election issues and solution that the same agencies identified during a pre-election workshop conducted by the Center in April 2013.
During the workshop, the representatives of the agencies found that 70 percent of the issues they had earlier identified before the May 2013 elections happened but several problems were not foreseen.
The DEPED representatives said there was a considerable difficulty of split clustered precincts for 1,000 voters which constituted a considerable delay and inconvenience to the voters, and the non-release of the Municipal Board of Canvassers until today.
The PNP, Philippine Army and Comelec also observed: 1) insufficiency of contingency PCOS machines, 2) late testing of PCOS machines on May 8, 3) PNP too far from polling places, 4) lack of technicians to assist in PCOS failure, 5) inability of PCOS service provider to give transportation from the provincial hub to the respective polling centers, 6) lack of telecom signals in far-flung areas.
The parties said they are hopeful the same workshop can be undertaken before and after any election, national or local as the agencies felt it assisted them in preparing for a clean, honest and orderly elections. “Both workshops, before and after the May 2013 elections were well-attended.
