Security assured for Buglasan

The Joint Task Force (JTF) of 340 personnel coming from various units of the Armed Forces of the Philippines has been deployed to ensure the security of the participants of Buglasan 2019, which started on October 13 and ends on October 27.

Bimbo Miraflor, director of the Joint Operation Center of JTF Buglasan 2019, said on Tuesday that the security forces include personnel from the Philippine National Police (PNP), Philippine Army, Philippine Navy, Philippine Coast Guard, Maritime Group, Aviation Security Unit and the intelligence community.

Force multipliers to include Traffic Management Office personnel, barangay tanod (village watchmen), Reserved Officers Training Corps cadets and military reservists were also tapped to help provide security and ensure public safety throughout the Buglasan Festival.

The Buglasan, the grandest of all festivals in Negros Oriental, opened Monday afternoon with a parade around the city followed by the formal opening ceremonies at the Capitol grounds.

This festival intends to showcase the history, tradition, different cultures, heritage, and the uniqueness of each town and city.

The activities include the “festival of festivals” which features each town and city’s individual festival. This is the most awaited of all the events and consists of two parts — street dancing and the grand showdown of contingents from the participating cities and towns.

Another Buglasan attraction is the booth presentations of local government units of their distinct cultures and tourist areas.

Other activities include competitions in singing of traditional and modern songs, dances, sports, extreme games, beauty pageants, culinary, and recognition of Oriental Negrenses, among others.

Malacañang declared Friday, Oct. 18, 2019, a non-working holiday for Negros Oriental to allow the public to participate in the Buglasan festivities.

Miraflor said security forces are deployed 24/7 at the main venues as well as in areas where large crowds are expected to converge, the airport, seaports and bus and public transport terminals.

Public assistance desks are also set up at certain venues, he added.

Meanwhile, this year’s celebration of Buglasan Festival in Negros Oriental focuses on the development opportunities in the province as reflected in its theme “Negros Oriental: Landscape of Opportunities.”

Festival Co-Chair Dr. Nichol Elman explained that the theme underscores the provincial government’s efforts in developing its youth artistically along with its tourism potentials.

“It’s a total or holistic view in terms of developing our young people as well as continuing to develop our tourism industry because the two economic tigers today are tourism and agriculture,” Elman said.

He also noted that for years, Negros Oriental has been cultivating talents that shine in various cultural events abroad.

Moreover, the provincial government has been well-organized in promoting its prime tourist destinations.

“There’s a lot of opportunities in Negros Oriental,” he stressed.

Provincial Senior Tourism Operations Officer Myla Mae Abellana disclosed that the main attraction this year is still the “Festival of Festivals” Showdown, Street Dancing, and Float Competition on Oct. 18, 2019.

The showdown will be held inside the Lamberto L. Macias Sports and Cultural Center (LLMSCC) while the street dancing and float competition will be held around major streets in Dumaguete City.

Additional attractions this year also include the 1st Buglasan Gandang NegOrense Pageant for LGBT members on Oct. 20 at Freedom Park, Buglasan Body Building Competition at Robinsons Atrium on Oct. 23, and the 1st Buglasan Film Festival from Oct. 24 to 26 which features full-length feature films created by students in Dumaguete City.

The film screenings will be held at the Negros Oriental Convention Center.

Another new event this year is the Mobile Legend Challenge for young people from Oct. 14 to 27 in front of the Provincial Legislative Building.

Elman said there are 235 events lined up during the celebration and 56 of these are competition events.

There are also 30 sporting events to be held during the entire Buglasan Festival.

Negros Oriental Gov. Roel Degamo encouraged Negrenses to join the Buglasan festivities.
