Slow internet snags DL rollout

The Land Transportation Office (LTO) situated at Robinsons Mall in Dumaguete City is flooded with drivers wanting to claim their laminated driver’s license cards as soon as the printing of these cards was rolled out in December 29, 2017.

But with slow internet service, the process takes longer than usual. The officer-in-charge, Agnes Pinili, disclosed Thursday afternoon that processing takes 15 minutes for every card or a maximum of 70 cards released in one day.

A required internet speed for this service is 100 mbps, but the LTO office at Robinson’s Place is only 10 mbps and the signal would even drop and fluctuate during certain times of the day, requiring a restart of their machine. 

That is why they can only accommodate five persons in one hour, Pinili said.

With a backlog of 30,000 driver’s licenses waiting for the machine to print, Pinili has informed their clients they will cater first to those who have renewed their drivers licenses the past months on a first come first served basis. 

She further advised those who have renewed to take their time because the temporary receipt issued will still be honored until it is replaced with the plastic one.

In seeking the understanding of the public, the LTO Robinsons office says it awaits the order for them to open even during Saturdays from 8 a.m. to 5 p.m.

Overseas Filipino Workers (OFWs) will be given priority but advised them to transact with the LTO Robinsons office at least two days before their scheduled departure.  

Of the four LTO district offices in Negros Oriental, only LTO Robinsons and Bayawan LTO are accepting renewal of drivers licenses of OFWs.

Pinili said that on the first day of the rollout last Dec. 29, office hours extended to past 11 p.m. to accommodate the long lines of clients.

The temporary driver’s license is also still valid while the plastic version has not been claimed yet, she added.

Meanwhile, LTO Dumaguete District Office headed by Marliza Elesterio says they already have the machine, but their Internet connection is only three mbps and so they cannot yet start processing the five-year driver’s license. (Metro Post/with a report from Juancho Gallarde/PNA)
