Top Govt Execs Are Masscom Balik-Talent Speakers Aug. 26

Two government executives are this year’s Masscom Balik-Talent Lecture speakers on Friday, Aug. 26, organized in celebration of Silliman University’s 121st Founders Day.

DOLE Assistant Sec. Dominique Rubia-Tutay and DFA Assistant Sec. Kira Christianne Danganan-Azucena will share with the audience about how their training at Silliman benefitted them in their respective careers.

ASec Nikki Rubia-Tutay, who graduated from Silliman in 1993, heads the Bureau of Local Employment of the Department of Labor & Employment at the headquarters in Manila. She’s in charge of the Workers Welfare & Protection Cluster enforcing general labor standards, occupational safety standards, social legislation regarding people’s working conditions and the promotion of the rights and welfare of workers. ASec Tutay is a guest lecturer in the Professional Certificate Course on Global Migration of the University of the Philippines, the Centre International de Formation des Autorités et Leaders, the Global Academic Leadership Program of the Commission on Higher Education, and the Asian Institute of Management.

ASec Kira Danganan-Azucena graduated in 1994 and has been a career diplomat at the Department of Foreign Affairs since 1995. She has served as director of the Division for Central Europe at the Office of European Affairs, special assistant to the Secretary-General of the National Organizing Committee of the Philippine Hosting of the 12th ASEAN Summit & Related Meetings in 2006), executive director of the Office of United Nations & Other International Organizations, and Assistant Secretary of the Office of American Affairs. ASec Azucena was also assigned as 1st Secretary and Consul and Alternate Permanent Representative to the Food and Agriculture Organization at the Philippine Embassy in Rome, Deputy Consul General at the Philippine Consulate General in Hong Kong SAR, Deputy Consul General at the Philippine Consulate General in New York, Manager of the Philippine Center in New York, and Deputy Permanent Representative and Chargé d’affaires at the Philippine Mission to the United Nations in New York.
