Teachers from three municipalities in Negros Oriental are complaining about the marginalization of their schools from the city schools divisions where they belong.
Gov. Roel Degamo told a visiting team of Department of Education officials Tuesday that the mayors and teachers of the towns of Basay, Pamplona, and Vallehermoso have complained they cannot avail of the school board funds of their school divisions because these funds are for the use of the schools in the cities alone, per rules and regulations of the Commission on Audit.
Vallehermoso is currently attached to the Guihulngan City division, Pamplona with the Tanjay City division, and Basay with the Bayawan City division.
The schools in these towns used to benefit from the funds of the provincial school board fund, until they were lumped with their respective city divisions during the time of Education Sec. Armand Luistro.
They said they are prejudiced and are left with nothing in terms of use of funds, and that they are considered second priority when there are promotions.
The Governor said this is unfair to the three municipalities.
He labelled the situation as a case of territorial expansion of school divisions by DepEd which he said he believes are “political maneuvers” of his predecessors without minding their consequences.
What they did was to “fix” an already-fixed thing to further the political ambitions of his predecessors, Degamo said.
Degamo wanted the three municipalities to leave the City Divisions they are assigned to so help can be extended to them from the provincial government in terms of use of the school board fund. (Juancho Gallarde)
