For the first time in Dumaguete, tricycle drivers will be called to a symposium-consultation to tackle pertinent ordinances that affect their means of livelihood.

Sectoral head Albert Aquino said it is imperative for the trike sector to master provisions of certain tricycle operators/drivers association-related ordinances in the City “for their own good”, so as to avoid inconveniences when applying for a Mayors Permit come January next year.

Expected to be tackled during the congress scheduled on Sunday, Dec. 22 are provisions of Ordinance No. 90 authored by Vice Mayor Alan Gel Cordova, following its dismissal by the Regional Trial Court on the question of constitutionality.

The Federation of Dumaguete City Operators & Drivers Association (FeDumCODA), headed by Edmar Santos, and the Negros Oriental Federation of Land Transport Organizations (NOFeLaTO) headed by Eddie Lazaro had initiated the holding of the tricycle drivers’ congress supported by the City government through the sectoral desk and the Sangguniang Panlungsod.

During the congress, Ordinance No. 90 will take centerstage due to some provisions requiring every driver to become a member of a legitimate drivers and operators organization in the City before he is issued a Mayors Permit to operate.

If for some reason, the driver does not want to join a legitimate drivers’ organization, he may form an association with a complete list of officers, and have it registered with the Sectoral Desk.

Under the Ordinance, a “legal personalilty” is not required of the association, provided it has a semblance of an association, with a set of officers, vision and mission statements, with efforts to draft their own constitution and by-laws.

Aquino impressed upon the associations that the Sectoral Desk will help facilitate in the formulation of their respective constitution and by-laws and other documentary requirements.

Meanwhile, Vice Mayor Cordova said the RTC decision is on appeal.

He said what the City Council can do, of which he is presiding officer, is to pass a Resolution providing extension in deadlines for the drivers to organize.

It is estimated that more than 2,000 pedicab drivers conveying passengers and doing business in the City are not affiliated with FeDumCODA nor NOFeLaTO. (Juancho Gallarde)
