As of end of December 2018, the Cooperative Development Authority presented a masterlist of 28,784 registered cooperatives from Luzon, Visayas and Mindanao that exemplify an alternative development model where money is used to enhance life and the well-being of people.
With a combined membership of approximately 13.7 million, directly employing 520,758 Filipinos, and generated indirect employment of two million, these cooperatives have created sustained economic growth, financial inclusion, and reduction of poverty in the country.
They have given life to Sec. 15, Article XII of the Philippine Constitution which stipulates that it is the policy of the state “to promote the viability and growth of cooperatives as instruments of equity, social justice, and economic development”.
One of these cooperatives is DCCCO Multipurpose Cooperative which exemplifies best practices and outstanding performance and contributions to cooperative development. It has over 120,000 members as of September this year.
In only a month, DCCCO received at least four Gawad Parangal awards from the CDA, in celebration of Cooperative Month in October.
The first was the 2019 CDA Regional Gawad Parangal Award as the lone awardee of the Outstanding Cooperative (large category – billionaire) in Region 7 for “exemplifying best practices in good cooperative governance, and for excellent performance in financial inclusion services, providing effective access and wide range of financial products and services to members and community”.
The award was conferred by the Cooperative Development Authority through its Administrator Vidal Villanueva III and RD Dr. Nora Patron during the 2019 CDA Gawad Parangal Awarding & Recognition Ceremony held Oct. 11 at the Negros Oriental Convention Center.
As a regional winner, DCCCO represented the Central Visayas region in the national level 2019 CDA Gawad Parangal Search for Most Outstanding Cooperatives in the Philippines.
After a thorough evaluation of the search, DCCCO received three national awards: 1) Most Outstanding Primary Cooperative in the Philippines (large billionaire category); 2) Gawad Parangal Special Citation as Best in Gender and Development Mainstreaming; and 3) National Finalist for the Gawad Parangal awards.
These awards were presented by the CDA through its chairperson, Orlando Ravanera and the Board of Administrators during the 2019 CDA Gawad Parangal Awarding Ceremony held Oct. 25 at Novotel Manila at Araneta City in Quezon City.

DCCCO received the country’s most sought-after Most Outstanding Primary Cooperative Award, in recognition of its exemplary performance in bringing responsive services to their members and the community, and as a model of cooperative best practices and good governance.
Out of four national finalists, only two won the prestigious Most Outstanding Primary Cooperative (large billionaire category): DCCCO was 1st place; 2nd was Barbaza Multipurpose Cooperative in Antique.
The Best in Gender and Development Mainstreaming award was given to DCCCO for recognizing the importance of equity and equality in both men and women, and fairness in all its transactions to members, as well as the community.
In the Central Visayas region, it was the first time for DCCCO to be the lone recipient of the Prestigious Most Outstanding Cooperative (large billionaire category). At the national level, it was also the first time for DCCCO to garner 1st place Most Outstanding Primary Cooperative in the Philippines (large billionaire category).
Previous awards
Aside from these latest regional and national awards, it may be recalled that DCCCO earned honor and recognition since 2010 because of its efforts, consistent and effective implementation of pioneering initiatives:
– Jan. 22, 2010 — DCCCO’s victory on the landmark case against the BIR re Tax Exemption of Cooperatives and Members’ Interest on Deposits, as promulgated by the Supreme Court, which serves as a legacy to the entire cooperative movement in the Philippines.
– Oct. 10, 2012 — Cooperative Development Authority recognized the DCCCO Multipurpose Cooperative with the following CDA Gawad Parangal 2012 Awards:
1. 2nd Placer, Most Outstanding Cooperative in the Philippines (large scale category);
2. Best in Community Involvement and Development;
3. Outstanding Cooperative in Central Visayas Region;
4. Most Outstanding Cooperative Leader in Region VII: Dr. Sylvia Flores, DCCCO incorporator.
– Dec. 9, 2016 — Villar SIPAG Award as Most Outstanding Community Enterprise in the Philippines.
– Oct. 5, 2017- CDA Gawad Parangal as 1st runner-up, Most Outstanding Cooperative (large category) in Region 7.
– Oct. 5, 2017 – Outstanding Cooperative Leader in Region 7: Felicidad Ruiz in 2017, general manager.
– Sept. 17, 2018 — 1st runner-up, Most Outstanding Cooperative in Region 7
– Oct. 26, 2018 – Gawad Parangal Special Citation for Excellence in providing Financial Products and Services to Members and Gawad Parangal National Nominee to the CDA Gawad Parangal 2018
