The law that is usually violated here in Dumaguete is the driver’s license and motorcycle registration. People don’t usually renew their licenses or worse, they don’t have any license at all. Driving without license is the most violated traffic law here in Dumaguete City. The main reason for this is the laxity of the implementation of the law. Aside from that, traffic enforcers are not completely doing their job. Instead of being strict about certain punishments rendered for those people who violated the law, most of the time, the law itself is negotiable. That is why there are a lot of people who are not scared of the law. One thing that I also noticed about drivers here in Dumaguete is that they don’t have the proper education. I think the agency has no specific program in educating the drivers from time to time, that is why there are a lot of accidents happening in the roads.” — Serafin B. The ‘No Parking’ rule. Although this is just a very simple and common sign, most people here in our Province are not scared of the punishments/penalties for the traffic laws/ordinances that we have here. Unlike in other countries where traffic laws are so strict that even one offense would be given the proper penalty. We violate many laws here in Dumaguete: Traffic laws like the loading and unloading zone, jay-walking, helmet law. Smoking in public places. Littering, garbage segregation, human trafficking, Anti Plastic law. Human rights, the customer’s Right to Know and to get a receipt of purchases. Laws in food establishments like servers should wear proper hairnet, apron, gloves and mask.
